Withholding Tax and Wage Reporting Changes for Businesses Take Effect the Week of March 24

The New York State Department of Taxation and Finance reminds businesses that changes to withholding tax and wage reporting forms and web applications will take effect the week of March 24, 2025. The upgrades will reduce errors while making it easier for businesses to report employee information.
In preparation for the changes, the following withholding tax online services will be unavailable beginning Thursday, March 20 at 4:00 p.m. Eastern Time:
- NYS-1 Web File
- NYS-45 Web File
- NYS-1 Upload
- NYS-45 Upload
- New York State Federal/State Employment Taxes (FEST) program
- View and Cancel a Scheduled Withholding Tax Payment
The Tax Department anticipates these applications will be available on Monday, March 24.
If you have a Form NYS-1 due March 21, make sure to electronically file by 4:00 p.m. Eastern Time on March 20. Alternatively, you can file by paper if your return is postmarked by March 21.
