How to submit STAR report changes
There are several reasons that an assessor or county real property tax director may submit STAR report changes to ORPTS. These include the following:
- You have information – as of Taxable Status Date – that would change ORPTS’s eligibility determination for a property. (For example, you are aware that a property owner is not eligible for STAR due to age, residency, or ownership.)
- You submitted an IVP form for a property, but a report indicates that the property does not have an IVP enrollment.
- A property is described as Closed in the IVP Tool, and you believe it was closed inappropriately.
- A report indicates that there is no assessment roll record for a property, and you are submitting corrected information.
- A report indicates that there is no IVP enrollment for a property, but the assessor entered the property into IVP Tool or transmitted the form to ORPTS for data entry.
To submit the change(s) to ORPTS, follow the instructions for Options A or B below.
If you are submitting multiple changes: Follow the instructions below for Option A (spreadsheet). You can cut and paste directly into the Excel template. You can also include properties from multiple municipalities.
If you are submitting one property: Follow the instructions below for Option A or B.
We will review your information in the order submitted and respond to you as quickly as possible.
Options to submit STAR report changes
Option A: Spreadsheet
- If you have not already done so, download the report and import it into Excel. (See How to Access and Download STAR Reports.)
- Open the Recommended Changes to STAR report spreadsheet.
Note: If you are the assessor for multiple municipalities, you can include changes for more than one municipality on the Recommended Changes spreadsheet. - For the properties you are submitting, copy the first two columns (SWIS code and Print key) from your spreadsheet and paste them into the Recommended Changes spreadsheet.
- Copy and paste the Property key and Levy year for the properties you are submitting.
- Complete the remaining fields on the Recommended Changes spreadsheet.
- Save the Recommended Changes spreadsheet to your computer.
- Attach the Recommended Changes spreadsheet to an email with this subject line: Recommended changes to Report #6 for (SWIS code).
- Send the email and spreadsheet to assessor.report.feedback@tax.ny.gov
Option B: Email
- Open a new email.
- Type Recommended changes to Report #___ for (SWIS code) into the subject line.
- For each property you are submitting, continue with steps 4 – 10 below:

- Bullet i: Enter additional information about this property that will be of assistance to ORPTS.
- Send one email per municipality to assessor.report.feedback@tax.ny.gov.
