The draft 2025 solar and wind appraisal model is available for public comment
On Friday, January 10, we published a draft 2025 Solar and Wind Appraisal Model for public comment. The draft model is available at Appraisal methodology for solar and wind energy projects (ny.gov) along with a user guide.
We will accept comments on the draft 2025 model through March 11, 2025. You can email comments to renewables.model.comments@tax.ny.gov. After we review and consider all timely comments, we will publish a final model for 2025 assessment rolls. If you wish to comment, we encourage you to do so as soon as possible.
Summary of changes to draft 2025 model:
- We updated the revenue forecasts, expense forecasts, and discount rates.
- We revised the wind capacity factors to reflect technology improvements over time.
Reminder: Access to the Online Assessment Community
With the new year comes new local appointments. We’ve already received an influx of requests for access to the Online Assessment Community.
We process all requests in the order they are received. In general, you should expect that we will grant access within five to seven business days. The applicant will receive an email with instructions when the request has been processed.
