Final reminder: Preliminary state-owned land
Preliminary lists of 2025 taxable state land and taxable state conservation easements are available in the Online Assessment Community for impacted municipalities. (The Taxable State-Owned Land Inquiry app is now available for all users.)
New! In response to user requests, we updated the application last week to insert the SWIS code into downloadable reports. The files will be named TSOL_Prelim_XXXXXXSummary_Report, where the XXXXXX will be the SWIS code.
By Tuesday April 1, please review your lists and follow the instructions to complete the lists. If you have questions, email orpts.statelandunit@tax.ny.gov or call (518) 457-7724.
Note: Any municipality that has conducted a reassessment since 1991 will see their full and assessed values as they were in their last reassessment. In those cases, you’ll certify that your assessed values have not changed since your last reassessment.
Updated board of assessment review (BAR) training documents
The educational materials are intended to assist in the administration of training local board of assessment review members.
New this year: In consultation with the Real Property Tax Administration Committee (RPTAC), we added the following language to the manual and PowerPoints:
Appraisals presented to the BAR by property owners may be based on inventory collection standards (for example, ANSI standards) that differ from the inventory collection standards used by assessors.
We also added document navigation to the table of contents in the manual, and we updated the attendance certificate.

Final Reminder: Provide us with copies of your STAR third-party notice forms by April 1
To accommodate seniors who have requested notification of a third party regarding the Enhanced STAR exemption, please provide us with copies of Form RP-425-TPN, Request for Mailing of Notice to a Third Party Regarding Enhanced STAR Exemption, that you have not previously provided to us.
You can provide the forms to us in any of the following ways:
- Scan the RP-425-TPN forms and email them to IVPForms@tax.ny.gov
- Fax the forms to 518-435-8634
- Mail the forms to:

We’ll send any letters regarding the exemption status to the third parties.
Final reminder for county directors and other personnel responsible for delinquent taxes: April 1 deadline approaching for STAR and RPT delinquency spreadsheets
County Directors and other personnel responsible for delinquent taxes: By April 1, please send your lists of Basic STAR recipients with property tax delinquencies greater than one year to proptaxbills.datafiles@tax.ny.gov.
We recommend using the Delinquent Reporting Spreadsheet and instructions.

Note: In towns or cities where this function is handled by a local official rather than the County RPTS Director (for instance, munis in Westchester County or the City of Glen Cove), this list should be submitted by the person(s) responsible for delinquent taxes.
