Equalization rate update

We've issued 939 out of 947 equalization rates for municipalities with May 1 tentative roll dates. Of those, 922 were issued as final rates because we confirmed the assessor’s level of assessment as the equalization rate.

It’s that STAR credit time of the year!

This week, we’ll issue the first 2021 STAR credit checks. The first 247 credits go to homeowners with school tax due dates in late June.

Missing IVP enrollment?

Here’s what to do if you have a property with this status on the Tentative Roll Corrections Report (Report #4): This property does not have an IVP enrollment.

Enter the data from the IVP form into the IVP Tool asap. If the IVP Tool specifically says the enrollment is closed for the property, follow the instructions on How to submit STAR report changes so ORPTS can re-activate the enrollment. After we reactivate it, you’ll be able to enter the data into the IVP Tool.

If you aren’t able to enter the data into the IVP Tool for some other reason, we can do the data entry, but do not use regular email to send the form to us. Regular email is not a secure means of transmitting personal information, such as Social Security numbers.

The fastest and safest way to transmit an IVP form to us is a secure email account (SCOM). Here is more information about SCOM:

  • To request a secure account, email ivpforms@tax.ny.gov and include your name, phone number and email address. We can only provide one account per municipality.
  • If you are responsible for multiple municipalities, you only need one SCOM account. You can submit forms for any of your municipalities from the same SCOM account. But please batch each municipality’s forms separately.
  • If you need your SCOM password reset, email ivpforms@tax.ny.gov.

Again, the most efficient way of getting the data into the IVP database is to enter it into the IVP Tool directly. However, if you must transmit the form to us, see How to transmit IVP forms to the Tax Department for the full instructions.

One more STAR report before final roll

We know you’re anxious to finalize your assessment roll, and we hate to stand in the way. But the law allows STAR exemption recipients to switch to the STAR credit up to 14 days before final roll date to receive the STAR credit this year. After that deadline passes, we will begin our work to get you the final Voluntary Exemption Removal Report (Report #6) as quickly as possible. Expect the report by June 24.

Note: Homeowners can switch to the STAR credit anytime throughout the year. However, if they switch after 14 days before the final roll date, they will receive the STAR exemption this year and the STAR credit beginning the following year. However, if the current year STAR credit would have been greater than their STAR exemption savings, we’ll send them a check for the difference later this year.

That’s a wrap

The New York State Legislature adjourned its regular session last week. As you might expect, many bills were passed in the final days. There are currently 61 property tax-related bills that passed both houses, and 51 of those have not been delivered to the Governor. Track the status of these bills on Current status of property tax-related legislation, which is regularly updated.

And the first homeowners to receive school tax bills are…

The homeowners in the Village of Bronxville in Westchester County live in the Bronxville Union Free School District, and they are the first homeowners in New York State to receive school tax bills each year. The silver lining: They’re also the first homeowners to receive STAR credit checks.
