2024 Agricultural Values now available for RPSV4
We recently announced that the 2024 Agricultural Assessment Values are available from Agricultural assessment information. The values are now available for RPSV4.
RPSV4 users: To install the 2024 values:
- log into the Online Assessment Community,
- select RPSV4 Updates from the hamburger menu in the upper left-hand corner, and
- under Agricultural data, select Ag_up_2024.exe
Performing the update will not increase the database change level; this is a data-only release and does not directly affect functionality contained in the application or the database.
To verify that the new 2024 values have been loaded into your database, check the Agricultural Soil Group Definition table in the Reference Table Selection area of the Administration Module for 2024 values.
We also recommend that you execute Administrative RPS344—Agricultural Exemption Update.
RPSV4 replication sites should run this update at both the remote and consolidated sites.
Reminder: Draft 2024 solar and wind appraisal model available for public comment
On Thursday, December 28, 2023, the Department of Taxation and Finance published a draft 2024 solar and wind appraisal model for public comment. The draft model is available at Appraisal methodology for solar and wind energy projects along with instructions.
We will accept comments on the draft 2024 model through February 27, 2024. You can email comments to renewables.model.comments@tax.ny.gov. The department will review and consider all timely comments and will then publish a final model to be used for 2024 assessment rolls.
Summary of changes
- Net energy metering projects are incorporated into the model.
- Market transition credits/community credits and community adders now default to the highest credit amount unless overridden by the user.
- Revenue forecasts, expense forecasts, and discount rates have been updated.
Reminder: Consider submitting your LOA for early determination
Do you think your level of assessment should be accepted as the 2024 equalization rate and residential assessment ratio for your municipality?
If your major type A (residential) ratio is within 5% of your overall ratio, you should consider submitting your LOA for an early determination.
If you believe you qualify and your tentative roll date is May 1, submit your 2024 LOA to your ORPTS customer service team by Wednesday, February 21.
