2025 Tentative Oil and Gas Values

STAR letters hitting mailboxes this month
We're mailing the following STAR exemption letters to impacted homeowners this month. If you are contacted by a property owner about any of the letters, please direct them to our STAR resource center on our website, or to call our STAR call center at 518-457-2036.
- New letter – RP-425-BR: the property owner must register with our department to continue receiving the Basic STAR exemption
- RP-425-RDE: income exceeds the $107,300 limit for the Enhanced STAR exemption
- RP-425-RDR: the property must be the primary residence of one or more of its owners
- RP-5311-RWS: reminder letters to seniors who did not respond to our initial income worksheet mailing in November

2025 Agricultural Values now available for RPSV4
We recently announced that the 2025 Agricultural Assessment Values are available from Agricultural assessment information. The RPSV4 update to install those values is now available.
To install the 2025 values:
- log into the Online Assessment Community,
- select RPSV4 Updates from the hamburger menu in the upper left-hand corner, and
- under Agricultural data, select Ag_up_2025.exe
Performing the update will not increase the database change level; this is a data-only release and does not directly affect functionality contained in the application or the database.
To verify that the new 2025 values have been loaded into your database, check the Agricultural Soil Group Definition table in the Reference Table Selection area of the Administration Module for 2025 values.
We also recommend that you execute the RPS344—Agricultural Exemption update program.
RPSV4 replication sites should run this update at both the remote and consolidated sites.
Updated STAR credit purge program
As we mentioned in our December 9 edition, it is important to purge the STAR credit markers from your database after school tax bills to protect the confidential data of your taxpayers.
We’ve updated the program that performs this purge to resolve compatibility issues.
If you have not run this program for your 2025 roll, browse to the RPSV4 Updates section of the Online Assessment Community, and follow the instructions in the release notes for the STAR_credit_purge_2025.exe file.
Non-RPSV4 Users: Users of third-party bill printing programs should review their processes with their vendor to ensure that it is not possible to identify the STAR credit recipients from a record that is accessible to the public.
Reminder: Deadline approaching for submitting your LOA for early determination
Do you think your level of assessment should be accepted as the 2025 equalization rate and residential assessment ratio (RAR) for your municipality?
If your stated LOA is within 5% of both your major type A (residential) ratio and your overall ratio, you should consider submitting your LOA early so it can potentially be issued as the RAR.
If you believe you qualify and your tentative roll date is May 1, please plan to submit your 2025 LOA to your ORPTS customer service team by Friday, February 21.
