New video: Track property tax-related legislation

The legislative session is starting out in high-gear for property tax-related bills. We’ve already updated our Current status chart with six bills that have been signed into law.

The Real Property Tax Administration Committee (RPTAC) recently asked us to share instructions on how to review the text of bills, veto messages, and other related information. We’ve created a 10-minute YouTube video to walk you through the process.

Preliminary State-Owned land lists

Preliminary lists of 2025 taxable state land and taxable state conservation easements will be available later this week in the Online Assessment Community (OAC) for impacted municipalities.

You’ll access your lists in our new Taxable State-Owned Land web application, which will be available from your OAC menu. You'll receive an email with instructions on how to certify using the new application and a second email when your lists are ready to review.

The 2025 BAR Training Schedule is now available. We publish this schedule to assist BAR members who are unable to attend training in their home county.

Translated STAR handouts updated for 2025

The 12 translated versions of our Register for STAR webpage and handout have all been updated for 2025.

Reminder: The draft 2025 solar and wind appraisal model is available for public comment

On Friday, January 10, we published a draft 2025 Solar and Wind Appraisal Model for public comment. The draft model is available at Appraisal methodology for solar and wind energy projects (ny.gov) along with a user guide.

We will accept comments on the draft 2025 model through March 11, 2025. You can email comments to renewables.model.comments@tax.ny.gov. After we review and consider all timely comments, we will publish a final model for 2025 assessment rolls. If you wish to comment, we encourage you to do so as soon as possible.

Summary of changes to draft 2025 model:

  • We updated the revenue forecasts, expense forecasts, and discount rates.
  • We revised the wind capacity factors to reflect technology improvements over time.
